Changes to the process of establishing an organizational license plate

COLUMBUS – Effective Sept. 29, the Ohio Bureau of Motor Vehicles will follow new guidelines for the establishment of organizational license plates.

Changes in Ohio law included in House Bill 64 require only 150 signatures (as opposed to 500 previously required) from registrants intending to purchase this plate to be submitted by an organization seeking to establish an organization license plate.

If during any calendar year, the total number of motor vehicle registrations involving a particular type of organizational license plate is less than 25 (as opposed to 500 registrations that were required previously), including both new registrations and registration renewals, the plate will be terminated.

Finally, the sponsor of an organizational license plate will be required to verify the contact information for that sponsor by the first day of December each year on a form established by the Bureau of Motor Vehicles (BMV). If the sponsor fails to verify the contact information by the end of December of any year, the BMV, beginning the first day of January of the following year, shall transmit the contribution for each registration involving the plate to the treasurer of state for deposit into the general revenue fund, instead of for deposit in the license plate contribution fund.

The BMV also will immediately send a notice to the sponsor that no additional funds will be deposited into the plate contribution fund until the contact information form is received by the BMV. Upon receiving the contact information form, the BMV shall resume transmitting the contributions received for that license plate to the treasurer of state for deposit into the plate contribution fund and later distribution to the sponsor.

If the sponsor of an organizational plate ceases to exist, the BMV shall deposit the contributions for the associated plate into the general revenue fund. If the sponsor is later reestablished, the sponsor shall submit to the BMV written confirmation of the sponsor’s reestablishment along with the contact information form. Upon receipt of the confirmation and form, the BMV shall resume transmitting all contributions received for the associated plate into the license plate contribution fund for later distribution to the sponsor.
