Winchester man faces child sex trafficking charges

RANDOLPH COUNTY — On Dec. 29, 2023, at approximately 3:06 a.m. Randolph County dispatch received a call stating that Louis Galligan had threatened to come to Ridgeville with an AK47 and shoot someone. The caller further stated that they had seen his vehicle outside of their home. Deputies were unable to locate the vehicle that night, however, an investigation was initiated that night.

Randolph County Investigators found that the threat had been made through a group chat using the Snapchat platform. Throughout the investigation, Investigators found that Louis Galligan, 20 year old male from Winchester, Ind. had been getting juvenile males to send him pornographic photos and videos. Investigators further found that Louis Galligan had engaged in sexual acts with one juvenile teen male as well as an attempted sexual act with a second juvenile teen male. Both teen juvenile males reported payment being offered for the sex acts.

On Jan. 4, investigators were able to locate Galligan. He was taken into custody and interviewed. During the course of the interview, Galligan admitted to the allegations against him and was found in possession of child pornography. He was turned over to jail staff on the following charges:

2 counts Promotion of child sexual trafficking, Level 3 Felony

1 count of Promotion of human sexual trafficking, Level 4 Felony

1 count of Child exploitation / Child pornography, Level 5 Felony

1 count of Intimidation, Level 6 Felony

Level 3 felony can include a prison term ranging from 3 to 16 years, with an advisory sentence of 9 years.
