Sept. 8

WELFARE CHECK: At 12:36 p.m. officers were dispatched to the 5400 State Route in reference to a welfare check. The witness stated he had witnessed an instance of child abuse occur approximately one day prior. He stated he saw a mother use her baby to strike the father in the stomach during an argument. When he was asked for further details, he stated during the argument, the mother “pushed the baby into his stomach” referring to the father. He also stated he had witnessed the father “tackle” the mother into the bed during a separate argument that had occurred the day prior. During the investigation, officers learned that the complainant had an interaction the previous day with the mother and had requested a welfare check on the baby. He believed he had been retaliated against by the father because of a welfare check he requested. The complainant had offered a reward to anyone who would be a witness against the father for him which is why the complainant decided to speak with officers. He confirmed that he had been offered a reward if he became a witness. Both parents denied physical altercations, and the baby had no signs of abuse, so no charges were pursued.

Sept. 9

NOISE COMPLAINT: At 10:12 a.m. officers responded to the 100 block of Deshler Avenue in reference to a noise complaint. Officers could hear loud music on the street coming from the residence. Rachel Thobe was contacted and she told officers she was playing the music loud because she was having thoughts in her head again but did not say what those thoughts were. She stated she was trying to learn on how to live on her own. Residents surrounding stated the noise started around 7:50 a.m. that morning. They also stated that she was yelling and screaming at this time and it is a continuing issue and wants it to stop. Upon further investigation it was found that the Police Department has responded to this address numerous times for noise complainants and Thobe being disorderly in the past. Thobe was issued a citation for the city ordinance, and a nuisance abatement order was also placed on her and her mother, Rhonda Dross who owns the property.

WANTED PERSON: At 7:31 p.m. officers were dispatched to the 1000 block of Harrison Avenue and made contact with a wanted person. Jonathan Smith had a warrant for failing to appear on a probation revocation hearing through the Greenville Police Department with no bond. He was arrested and transported to the jail.
